We are fighting for the Jack Reid Law (S04544 / A05403) to be passed in the 2025 New York State Legislative Session.
420,000 non-public school students in New York are not protected by the State’s anti-bullying laws, leaving them vulnerable to the detrimental impact bullying has on students’ mental health, relationships, academic performance, and physical well-being.
Kids can’t learn if they don’t feel safe in school. Every student, regardless of where they attend school, deserves to have the same level of protection.
The Jack Reid Law requires non-public schools to take a common sense approach to combating bullying and harassment:
Adopt a clear policy defining and prohibiting bullying and harassment
Require school staff to promptly report and document instances of bullying and harassment
Promptly investigate instances of bullying and harassment
Communicate age-appropriate information to victims about the outcome of the investigation and take action to protect the victim’s safety
Ensure that the bullying and harassment has stopped and there is no retaliation
The Jack Reid Law also allows non-public schools to apply for a one-time grant to help with preventing bullying at their school. The grant can be used for the development of policies and procedures, training, and other efforts for improving the school’s climate and culture.
